He gives this Seal to all members of his organisation to control them and in order her Chakra will get stronger and powerful. Unfortunately, this Fujiin-Jutsu has a disadvantage. Only every tenth survived (e.g., Sasuke, Anko, Sakon, Ukon, Tayuya, Kidoumaru, Kimimaru)
